Division of responsibilities with the code-review-workflow: this skill is a **mechanically verifiable technical gate** (runs commands and checks exit codes); code-review-workflow is a **human-judged architecture/requirements compliance** step (assigns subagents to verify whether the right things were done). They complement each other: verify first, then review.
