Diagnoses public rule files (Track A: root `AGENTS.md` + Claude/Gemini bridge / Track B: root `CLAUDE.md`) by comparing them to best practices, reports issues, and—after obtaining user consent—optionally applies fixes. Tracks are auto-detected by the presence of the root files and are indicated in the report header as "Detected track: X" (the user can rebut within 1 second). Detects anti-patterns (obvious advice, linter duplication, content that looks like code, outdated paths, cross-tool duplication, leakage of personal settings, etc.), checks token efficiency, verifies structure, and validates reference paths. If both tracks are present as full rule sets, a track-migration option is offered.
