Analyze raw prompts, identify user intent and gaps, match ECC components (skills/commands/agents/hooks), and produce a ready-to-paste optimized prompt. Advisory role only — never executes the task itself. TRIGGER when the user asks to optimize or improve a prompt with phrases such as "optimize prompt", "improve my prompt", "how to write a prompt for", "help me prompt", "rewrite this prompt", or explicitly asks to enhance prompt quality. Also trigger when the user provides equivalent requests in Chinese (i.e., Chinese-language requests that mean "optimize prompt" or similar). DO NOT TRIGGER when the user wants the task executed directly or uses commands like "just do it"; similarly do not trigger for direct code or performance optimization requests such as "optimize performance" or "optimize this code" — those are refactoring/performance tasks, not prompt optimization.
