Normalizes raw IBM i (AS/400) business requirements, change requests, enhancement descriptions, meeting notes, or conversational inputs into a structured requirement package for downstream specification generation. V1.0 — extracts change intent, separates known facts from inferences, identifies missing information, and produces candidate functional requirements, business rules, actors, triggers, inputs, outputs, and exceptions. Recommends the appropriate next downstream document (Functional Spec, Technical Design, or Program Spec). Use this skill whenever a user provides raw, unstructured, or mixed business/technical input and needs it cleaned up before formal specification. Also trigger when the user asks to "normalize", "clean up", "organize", "structure", or "parse" a requirement, change request, or enhancement description for IBM i, AS/400, iSeries, RPGLE, or CLLE. This is a normalization skill — it does not produce specifications, designs, or code.
